this article suggests otherwise.
New Mexico Gov. Bill Richardson, who will chair the Democratic National Convention, says publicly he doesn't want it, but several candidates are sure he does. In fact, according to an informed source, one reason Richardson lobbied to chair the convention was that he would have to remain neutral and not be in the awkward position of endorsing a candidate and offending his other suitors.
Last week, Richardson effusively praised Howard Dean, who has a lot of momentum in the Democratic race. Richardson seemed to tip his hand when he told reporters his entire organization has lined up behind the former Vermont governor. Even some Dean supporters were surprised.
Richardson would bring a lot to the table: He is a Hispanic from a swing state and has foreign policy experience.

Awesome -- I really like Richardson, and I was a bit worried that he had ruled out Veep. This is good news for Dean people: if you want to use a SouthWestern strategy, put a hispanic Southwesterner with extensive foreign policy experience on the ticket!
